Actually the leadership of al queda is actually government elite they infiltrate or their undercover agents unite the islam it's under one banner then commit atrocities to make sure the people will never support another Islamic government so the generals will hold onto power and money and it says to the west don't try a regime change or to combat our dictatorship because we fight terrorist groups , groups that government agents secretly lead a counter espionage practice they have been doing since the 90s to ensure they never loose power
