As a longtime visitor of the city, I think night is the best time to visit the RLD.
Perhaps between 8pm and midnight. It's much more active and festive.
No, women would not be harassed or molested in that one tiny alley or most anywhere else with even the slightest amount of street sense. Nothing to worry about. Just don't try to buy any drugs on the street! A bad idea for any number of reasons.

When you are in Amsterdam, you need to visite Spakenburg. It's a hidden jeem. Take the train to Amersfoort and then the bus 176 to Bunschoten Spakenburg. You will love it.
