No president prior to Ronald Reagan saluted service members. It was not done as an unspoken tradition. After Reagan most have done so including Bill Clinton and Joe Biden. Yet, since it is not required it should not be expected. I think Barack Obama didn't forget. He just did not think it is something he had to do. He was right. It is his choice as a civilian political leader (Commander in Chief) to salute or not, and it should not be considered a sign of disrespect.
